At least he is according to this analysis by Eugene Volokh. Other analyses of the views of members of the Court have shown that to be true as well. Another interesting thing (though not something that's particularly surprising) about Volokh's analysis is that the "pragmatists" on the Court are less likely to respect free speech rights than the "formalists".
