And the number's he's talking about missing by 7,000 are the recruiting goals after they were revised downward.

I tried to do some research on this, but the numbers are fairly slippery. StealthBadger is right: the Army revised their numbers down fairly quickly in 2005 (they "made" their recruiting targets for the last seven months of 2005; of course, those targets were significantly lower than the original tartets). The 2006 goals are reduced as well.

It is worth noting that the Army does not seem to have trouble retaining active duty persons - the problems are all with regular army recruiting and National Guard/Reserve troops. (I don't know if the Stop/Loss policy has anything to do with that.)

Needless to say, the Air Force and Navy aren't having any problems at all. Of course, they aren't being shot at/blown up.
