Today's debate on the topic involves a fight between EU leaders and Italy over a conservative Italian who's the incoming Commissioner for Justice and Home Affairs. Henry Farrell looks at the mini-crisis and sees evidence of EU independence. Tobias Schwarz thinks Farrell's interpretation of these events is a reach, and the EU isn't as independent of state interests as Farrell suggests.
